May 18, 1946 - Jersey City, New Jersey: Arthur Garfield Hays, crusading attorney and member of the civil liberties union. Pictured on top of an automobile as he addressed some 200 persons in Jersey City the night before. Mentioning in his speech that he had no permit, Hays invited police to arrest him and make a test case of Mayor Frank Hague's ban on public speakers there. Hays was not bothered in the least. Public safety commissioner Daniel T. Casey called Hay's exhibition "just a publicity act".
